Senior Purchasing Agent

We are currently looking for a Senior Purchasing Agent based in our Portsmouth office.  The position is responsible for all procurement activities for assigned projects and will coordinate purchases with suppliers, engineering and project management.  This position requires a high degree of professional integrity, ethics and confidentiality.  Focus will be placed on optimum cost savings, inventory programs, delivery schedules and supplier quality.

Position requires sound knowledge and experience of purchasing processes for Goods, Equipment, Subcontracts, Consulting and Engineering Services.  Position works directly with all company disciplines and requires knowledge relating to chemical, mechanical, electrical and structural commodities for the Utility industry.  Should possess excellent quantitative analysis skills and a technical background to understand various components for engineered products.  Must have the ability to read drawings, AutoCAD a plus. Related experience must include the investigation and evaluation of suppliers and the purchase of high-dollar value, unique and specialty materials and equipment for engineering and construction projects.  Extensive ability to use MS Office is required.

Primary responsibilities include:

  • Acts as the Procurement Lead on projects. 
  • Identify sources for materials and equipment, evaluate capabilities and performance of suppliers, and select qualified suppliers based upon their ability to provide competitive pricing, acceptable terms, appropriate material quality and timely supply of goods.
  • Performs purchasing functions in conformance with company policies and procedures and the requirements of the prime contract between its clients.
  •  Issues requests for quotations, evaluates supplier quotations, plans and conducts negotiations, prepares cost and price analyses, availability studies, risk analysis, bid analysis summaries and award recommendations that treat suppliers fairly and ethically, protects the company’s interests and promotes best value awards.
  • Negotiates commercial terms with supplier.
  • Consults with suppliers and project engineers regarding technical suitability of equipment.
  • Awards, issues and documents all agreements with suppliers.
  • Monitors supplier performance, issues change orders and manages supplier relations.
  • Resolves non-conformances and disputes with suppliers and evaluates supplier performance.
  • Prepare, compile and maintain auditable records of the materials management process.
  • Maintain awareness of market conditions and delivery trends to determine future material availability and pricing probability.
  • Manage purchase orders to ensure timely completion, compliance with requirements and appropriateness of invoices and payments.
  • Build productive relationships with suppliers and company disciplines.
  • Keeps corporate management advised of significant materials management issues and potential problems.
  • Provides continuous professional development of personnel through mentoring and provides constructive feedback on an ongoing basis.
  • Responsible for project logistics and delivery of purchases to destination.
  • Prepares progress reports and creates/maintains Procurement project records.
  • Provides input into estimating unit price guide.
  • Sources globally and participates in Quality Assurance programs.

Education/Experience:

Bachelor’s degree in engineering, business, finance, or materials management or demonstrated equivalent combination of education, training and related experience desirable. Requires 10 or more years of extensive experience in the purchasing and expediting fields.   Knowledgeable of legal terminology within the procurement and materials management terms and conditions and possess ability to evaluate and recommend methods to resolve risks due to deviations. Job will generally be performed in an office environment, but may require travel to visit a Client’s office, production facility, construction job site, or vendors plant. Conditions will vary at each location.
